Interferências do Executivo no papel coadjuvante do Legislativo Gaúcho

Abstract

O presente trabalho tem por objetivo demonstrar que há uma agenda política e uma pauta decisória própria de cada Estado, todavia encontramos um déficit de estudos abordando o Rio Grande do Sul, e é isso que viemos promover. Buscamos então, ampliar a compreensão sobre a dinâmica de nossa Assembleia Legislativa. Os Poderes Executivos possuem instrumentos que lhes garantem maior capacidade de decisão e governabilidade, tornando-os, assim, os principais atores dos processos de legislação; e os poderes legislativos, muitas vezes, meros atores coadjuvantes. Por isso, contextualizamos essa realidade, demonstrando quantitativamente o uso do Regime de Urgência, pelo Poder Executivo, através do envio de projetos de lei à Assembleia Legislativa. Descrevemos que o arranjo institucional e sua variação histórica nos ajudam a compreender o fato de que o governador detém o real poder de agenda estadual. Nas considerações finais enfatizamos que o atual governo estadual encaminhou ao longo destes três anos de mandato 81,77% das proposições em regime de urgência. Demonstrando que históricos instrumentos de poder ainda dominam a política estadual do Rio Grande do Sul e que esta interferência do Executivo mantém o Poder Legislativo Gaúcho no papel de coadjuvante no atual cenário político.

The present work aims to demonstrate that there is a political agenda and its own operative agenda for each state, however we found a deficit of studies addressing the Rio Grande do Sul, and this is what came to promote. Nicer then broaden the understanding of the dynamics of our Legislature. The Executive Powers have instruments that guarantee them greater decision-making capacity and governance; therefore, are the main actors of the processes of law making legislatures; and the Legislature become often mere supporting players. Therefore, we contextualize this reality, quantitatively demonstrating the use of the Emergency Regime, by the Executive, by sending bills to the Legislature. Describe the institutional arrangement and its historical variation help us understand the fact that the governor holds the real power of the state agenda. In closing remarks emphasized that the current state government sent over these three years in office 81.77% of the propositions in an emergency. Demonstrating that historical instruments of power still dominate state politics in Rio Grande do Sul and the interference of the executive remains Gaucho Legislature in supporting role in the current political scenario.
