Abstract This paper focuses on the teacher production for specialized educational attendance (SEA) for school inclusion of deaf students, which are considered by official discourses as part of the categories to whom a special education is offered. We aim to analyze how is constituted the teacher of the SEA by the discourses circulating in distance learning courses, promoted by the Ministry of Education (MEC). We selected to analyze two materials used in courses. We are approaching the thought of the philosopher Michel Foucault, especially the notion of governmentality to discuss how training courses for inclusion govern the conduct of teachers in distance learning courses. This kind of education sets in an efficient and productive means of circulation of discourses on the role of teacher, for being a large-scale training. We realize the production of an articulating teacher of actions in school to guarantee the right of deaf students learn, by valuing their differences, managing the risks of exclusion, of inappropriate practices and of discriminatory attitudes, as well as the waste of public investments.
