A Zona de Paz e Cooperação do Atlântico Sul (ZOPACAS) : criação, projeção e dimensão político-estratégica

Abstract

Em meio ao Sistema Internacional bipolar que marcou o período da Guerra Fria, a Zona de Paz e Cooperação do Atlântico Sul era criada em 1986. Tratava-se da concretização de uma importante iniciativa diplomática do Brasil, a qual resultara de um longo processo de aproximação e estreitamento dos laços com o continente africano. Desta forma, as duas margens do Atlântico Sul se uniam em busca de uma voz comum, que respondesse à expansão naval das potências ocidentais e da transferência de tensões decorrentes da Guerra Fria para a região. Com o final da Guerra Fria, a ZOPACAS diminuía de importância quando comparada a crise econômica e política que se instaurava nos países em desenvolvimento. Após anos sem reuniões, o agrupamento é revitalizado em Luanda, em 2007. E é neste sentido que este trabalho intenta desvendar o motivo por detrás da revitalização da Zona. Lançando mão de revisão bibliográfica e análise documental, defende-se que a ZOPACAS consolida a busca por autonomia dos países ribeirinhos. E que, assim como em 1986, também em 2007 houve reação das potências ocidentais ao estabelecimento do agrupamento.

Amongst the bipolar International System that marked the Cold War period, the Zone of Peace and Cooperation of the South Atlantic was created in 1986. It was the realisation of a major diplomatic initiative of Brazil, which had resulted from a long process of rapprochement and the establishment of closer ties with the African continent. Thus, both sides of the South Atlantic were united in the pursuit of a common voice that could answer the naval expansion of the western powers and tensions arising from the transfer of the Cold War to the region. With the end of the Cold War, ZPCSA has its importance diminished when compared to the economic and policy crisis that took place in the developing countries. After years without meetings, the grouping is revitalized in Luanda, in 2007. In this sense, this work attempts to unravel the motive behind the revitalization of the Zone. Resorting to literature review and document analysis, it is argued that ZPCSA consolidates the search for autonomy of the riparian countries. In addition, just as in 1986 in 2007 there is a reaction of the Western powers to the establishment of the grouping.
