O silêncio dos afogados : o ethos jornalístico na complexidade ambiental e a formação e sentidos do acontecimento Garabi

Abstract

Esta tese discute o silenciamento de vozes em uma dada contextualização do ethos jornalístico na produção de noticiário em jornais de Posadas e Porto Alegre, e investiga a cobertura realizada pelos veículos em relação ao projeto de construção de duas hidrelétricas na fronteira entre os dois países, Brasil e Argentina, no rio Uruguai, denominadas complexo de Garabi- Panambi. Três grandes eixos sustentam esse trabalho: o conhecimento sobre o meio-ambiente, o ethos jornalístico e a cena social do acontecimento Garabi. O saber ambiental foi tratado desde a sua origem na teoria marxista que descreve a separação do homem da natureza pelo trabalho, a falha metabólica presente até hoje no cerne da questão da crise ambiental do século XXI. O ethos jornalístico e seus valores e essência foram recuperados historicamente, perfazendo um trajeto que se inicia na modernidade, onde o Jornalismo ganhou a forma atual, e chegando aos dias de hoje, quando a atividade enfrenta o desafio de conseguir dar conta da complexidade e das falhas decorrentes do processo discursivo de uso da linguagem jornalística. Para compreender o contexto social em que transcorre o acontecimento Garabi- Panambi, foi feita uma investigação jornalística com o método de apuração para produção de reportagem. Esta reportagem-ensaio trouxe a voz dos ribeirinhos, suas histórias e culturas, estabelecendo a polifonia de vozes. Foram analisados os discursos do noticiário de quatro jornais: Zero Hora, Correio do Povo, Primera Edición e El Territorio. O resultado dessa análise aponta a ausência da voz dos ribeirinhos que seriam atingidos pelo projeto. Conclui-se que o Jornalismo dá uma grande contribuição para a discussão da complexidade ambiental se estiver centrado em um ethos que considere efetivamente a possibilidade de liberdade no acaso e na contingência dos discursos e dos saberes que estão contidos na expressão do pensamento, na formação de imagens, no devir dos sentidos, no sentir das emoções. A força das imagens naturais e dos saberes não científicos comporia este ethos. Um ethos que aceite e estimule a necessidade de interação com o ambiente e os seres vivos. Com a reflexão desta contextualização sobre o território e seus habitantes, e com as teorias do Jornalismo, Ambientalismo, Análise do Discurso e Imaginário, recortamos conceitos para fazer um retrato do universo simbólico que envolve jornalistas e ribeirinhos. Postula-se que a imersão no natural e em suas imagens é determinante para a formação de saberes jornalísticos que produzam sentidos múltiplos e complexos, acolhendo outros conhecimentos da sociedade em que o jornalista está inserido e onde ele exerce seu ofício.

The main objectives of this thesis is to discuss the issue of discursive silencing in a given context of the journalistic ethos in newspapers of Posadas and Porto Alegre, investigating the coverage carried by the vehicles in relation to the projects for the construction of the two hydro power plants on the border between the two countries, Brazil and Argentina, on the River Uruguay – the complex Garabi-Panambi. The absence of the voice of the riverside population that will be affected by the project is the main result of the analysis of the speeches of the four newspapers: Zero Hora, Correio do Povo, Primera Edición and El Territorio. To build the social context, we worked with three main theoretical fields of knowledge. Environmental knowledge was studied since its Marxist origin – the separation of man from nature through work; this metabolic failure is still today the heart of the matter of the environmental crisis of the 21st century. The journalistic ethos and its values and essence were recovered historically, making a path that begins in the modern years, when journalism gained its present form, and coming up to the present day, when the activity faces the challenge of succeeding in being able to account for the complexity and failures resulting from the discursive process of language use. To understand the environment in which takes place the Garabi-Panambi event, we employed a journalistic investigation and calculated the production of news. This story-essay brought the voice of the riparian, their histories and cultures, establishing the polyphony of voices. We pointed out that journalism would be a great contribution to the complexity of the environmental discussion were it centered on an ethos that effectively considered the possibility of freedom in what is left to chance and in the contingency of discourses and knowledges that are contained in the expression of thought, in imaging, in the becoming of senses, in feeling. The strengths of natural images and of the non-scientific knowledge compose this ethos. An ethos that supports and stimulates the need for interaction with the environment and living beings. With the reflection of this context on the territory and its inhabitants, and with the theories of Journalism, Environmentalism, Discourse Analysis and of the Imaginary, we gathered concepts to make a picture of the symbolic universe that surrounds journalists and the riverside population. We affirm that immersion in the natural and its images is crucial for the formation of a journalistic knowledge that forms multiple and complex senses, welcoming other knowledge societies where the journalist is inserted and where he exercises his craft.
