dc.description.abstractO aumento na produção de resíduos sólidos é um problema de proporções mundiais. A rápida urbanização e o estilo de vida vigente nas cidades pressionam os poderes públicos a desenvolver soluções que amenizem o impacto social e ambiental da disposição final de resíduos. As soluções apresentadas hoje são os aterros sanitários, método que prepara o terreno antes e depois do despejo dos resíduos, e a reciclagem, que tem o objetivo de recolher os resíduos passiveis de serem reciclados e reinseri-los no processo produtivo, possibilitando uma certa economia na extração natural e, também, aumentando a expectativa de vida dos aterros. A Coleta Seletiva se apresenta de forma a valorizar o material a ser reciclado, uma vez tem ele passa a ser selecionado na fonte geradora, não sendo contaminado com o restante dos resíduos sólidos domiciliares. Em Porto Alegre, a Coleta Seletiva foi implantada em 1990, sendo uma das pioneiras no Brasil, teve uma abordagem bastante diferenciada do que se fazia na época. Integrou os serviços de limpeza urbana em um sistema que se preocupava em conectar todos as etapas do gerenciamento de resíduos, desde a sua geração até a destinação final. Esse processo consistiu em recuperar as áreas devastadas pelos lixões a céu aberto, retirando os catadores que lá viviam e realocando-os em Unidades de Triagem, onde recebiam os resíduos diretamente da Coleta Seletiva. Este trabalho percorre a trajetória histórica da Coleta Seletiva de Porto Alegre, através da visão dos gestores públicos responsáveis pela sua idealização e operação durante esses 25 anos, identificando suas motivações, descrevendo o processo de planejamento e implantação, bem como a posterior consolidação do serviço até chegar no formato que é apresentado hoje. Além disso, ele explora as perspectivas do sistema, segundo os gestores, indicando as possibilidades futuras para a Coleta Seletiva e refletindo quanto a sua evolução.pt_BR
dc.description.abstractThe increasing production of solid waste is a problem throughout the world. The fast urbanization and the modern life style in the cities impose on public administration the development of new solutions that may lighten the social and environmental impact of the final disposal of waste. The solutions used today are the sanitary landfill, a method that prepares the soil before and after receiving the waste, and the recycling system, that it is meant to gather all the residue that can be recycled and reinsert them in a new production process, saving natural resources from being extract as well as increasing the life spam of the landfill. The Selective Collection comes in a way to increase the value of the materials that are going to be sent for recycling, once they are previously selected direct in the source, avoiding the residue to be wasted by mixing it with the rest of the residential garbage. In Porto Alegre, the Selective Collection System was implanted in 1990, being one of the first cities having the service in Brazil, which had a very different approach from what it was being done in other cities. The government integrated the urban cleaning services into one system that was concerned to connect all the stages of waste management, since its generation until its final destination. This process consisted in a damaged area recovering project for the open air waste dumps, taking away the collectors from upon the waste and relocating them in Sorting Units, where they received the residue coming straight from the Selective Collection. In his work, the historical trajectory of the Selective Collection System of Porto Alegre is discoursed through the vision of the public service managers responsible for the system’s idealization, identifying their motivations, describing the planning and implementation process, as well as the service consolidation until it gets to the way it is presented today. Besides that, this work explores the system’s perspectives, according to the managers, indicating the future possibilities for the Selective Collection, thinking over its evolution.en
