Relações em eixo e integração produtiva na América do Sul : Argentina, Brasil e Venezuela

Abstract

O presente trabalho trata das relações em eixo e da integração produtiva na América do Sul, entre Argentina, Brasil e Venezuela. O objetivo principal do trabalho é analisar o papel estratégico de tais relações para a integração da América do Sul. A hipótese apresentada é de que foi construída entre o Brasil e a Argentina e entre o Brasil e a Venezuela um tipo especial de relação, classificada como sendo em eixo, dentro da qual a integração produtiva assume relevância particular. O trabalho está dividido em três capítulos, além da Introdução e das Considerações Finais. O Capítulo 2 busca mapear as principais teorias sobre integração regional, de variadas correntes, para posteriormente identificá-las com a orientação dos diferentes projetos integracionistas. O Capítulo 3 procura descrever a forma como os eixos bilaterais foram construídos em uma perspectiva histórica. O Capítulo 4, por sua vez, passa à questão da integração produtiva regional, elencando as iniciativas existentes no MERCOSUL e as perspectivas para a região sul-americana. Concluiu-se que o conceito de relações em eixo é apropriado para tratar das relações entre Argentina, Brasil e Venezuela. Observou-se que esses três países construíram vínculos que hoje desempenham papel estratégico para a política e integração da região sul-americana. A integração produtiva, por seu turno, é central ao desenvolvimento econômico e à integração regional como um todo, embora encontre uma série de desafios.

This study deals with the axis relations and productive integration in South America between Argentina, Brazil and Venezuela. The main objective of this study is to analyze the strategic role of such relations for the South American integration. The hypothesis put forward is that a special kind of relationship was built between Brazil and Argentina and between Brazil and Venezuela. This relationship is classified as axis relations, within which the productive integration is particularly relevant. The study is divided into three chapters, besides Introduction and Conclusion. In this regard, Chapter 2 seeks to map the main theories of regional integration, from varied currents, to identify them with the guidance of the different integrationist projects. Chapter 3 aims to describe how the bilateral axes were built in a historical perspective. Chapter 4, in turn, goes to the issue of regional productive integration, identifying existing initiatives in MERCOSUR and the perspectives for the South American region. It is concluded that the concept of axis relations is appropriate to address the relations between Argentina, Brazil and Venezuela. It is observed that these three countries have built bonds that today play a strategic role for the politics and the integration of the South American region. Production integration, in turn, is central to economic development and regional integration as a whole, although meeting a number of challenges.
