Mecanismos de participação e atores sociais em instituições hospitalares : o caso do Grupo Hospitalar Conceição

Abstract

Este trabalho tem como objetivo compreender o surgimento dos mecanismos de participação nas instituições hospitalares. Mais especificamente procura identificar o papel e o impacto desses no envolvimento e nas relações entre os atores nestas instituições. A metodologia utilizada foi estudo de caso no Grupo Hospitalar Conceição, em Porto Alegre, Rio Grande do Sul. E através da pesquisa pode-se observar que os fóruns de participação existentes no hospital têm como papel incluir os usuários na organização. Constituem-se num espaço para apresentação dos interesses, demandas e negociação de consensos. Abrem a agenda da direção para os temas dos atores participantes. Possibilitam tornar público o debate das questões polêmicas. Favorecem a construção de alianças entre os atores e a construção de apoio político para o enfrentamento das questões em disputa cujas decisões ocorrem em outros espaços. Contribuem para a aprendizagem dos atores, a diminuição das assimetrias entre eles e a socialização das informações sobre o hospital. Também se observou que a existência de fóruns de participação contribuiu para alterar o envolvimento dos atores com o hospital e as relações entre eles. Pôde-se perceber que a criação de dispositivos de participação no hospital propiciou aos atores tradicionalmente excluídos e com menores recursos de poder, ou seja, usuários e demais trabalhadores, tanto maior envolvimento quanto relações mais horizontais com os demais atores. Ao mesmo tempo em que diminuiu a intervenção dos médicos na organização com o fortalecimento da administração em aliança com esses outros atores.

This work has as its objective understanding the appearance of the mechanisms of participation in hospital institutions. More specifically it looks to identify the role and the impact of these mechanisms in the case of the Grupo Hospitalar Conceição, in Porto Alegre, Rio Grande do Sul. And through the research we can observe that the existent participation forums have as their role: to include the users in the organization; a space is constituted in for presentation of interests, demands and negotiation of consensus; it opens the agenda of the direction for the themes of the actors that participate; it makes it possible to publicize the debate of polemic questions. They favor the construction of alliances between the actors and construction of political support for the confronting of disputed questions whose decisions occur in other spaces; it contributes to the learning of the actors and diminishes the asymmetries between them; and they socialize the information about the hospital. It was also observed that the existence of forums of participation contributes to altering the involvement of the actors with the hospital and the relationships between them. It can notice that the creation of dispositives of participation in the hospital, it propitiated the traditionally excluded actors and lesser power resources, in other words, users and other workers, much more involvement as more horizontal relationships with the other actors. At the same time in that it diminished the intervention of the doctors in the organization with the invigoration of the administration in alliance with these other actors.
