Inovação tecnológica e incentivos fiscais no setor de serviços de telecomunicações

Abstract

O desenvolvimento tecnológico e a inovação desempenham um papel fundamental no crescimento da produtividade e do emprego. Um dos mecanismos que os governos utilizam para induzir as empresas a investirem em pesquisa, desenvolvimento e inovação tecnológica é através de incentivos fiscais. Ao considerar um setor que permeia diversos segmentos econômicos, como o setor de serviços de telecomunicações, objeto deste trabalho, esses incentivos são ainda mais importantes para promover a mudança técnica, gerando, dessa forma, impactos em todos os demais setores da economia. Com o objetivo de analisar a utilização dos incentivos fiscais para inovação tecnológica, previstos na Lei 11.196/05 e no Decreto 5.798/06, no setor de serviços de telecomunicações, foi realizada uma survey com empresas desse setor buscando identificar como elas estão utilizando esses incentivos, quais os impactos na estrutura de inovação tecnológica e quais os motivos da não utilização dos mesmos. Através da análise dos resultados, foi possível identificar que poucas empresas do setor utilizam os incentivos fiscais para inovação tecnológica, previstos na Lei 11.196/05 e no Decreto 5.798/06. Para as empresas que utilizam os incentivos, observou-se que ocorreram alterações significativas no que tange a centro tecnológico próprio e outros itens de infraestrutura voltados a PD&I, bem como uma integração maior entre todas as áreas envolvidas com o tema de inovação tecnológica. Quanto à não utilização dos incentivos, foi possível constatar que a principal razão para não utilização dos incentivos fiscais previstos na Lei 11.196/05 e no Decreto 5.798/06 é a falta de conhecimento, o que indica a necessidade de ações efetivas entre o setor público e privado para superar essa barreira.

Technological development and innovation play a key role in productivity and employment growth. One of the mechanisms that governments use to induce the enterprises to invest in research, development and technological innovation is through tax incentives. Considering a sector that permeates various economic sectors, as the sector of telecommunications services, these incentives are even more important to promote technical change, thus generating impacts in all other sectors of the economy. In order to analyze the use of tax incentives for technological innovation under Law 11.196/05 and Decree 5.798/06 in the telecommunications services, a survey was conducted with companies in this sector trying to identify how the enterprises are using these incentives, which impacts on the structure of technological innovation were observed and what the reasons for non-use of tax incentives. The results of this research could be identified that few companies are using tax incentives for technological innovation under Law 11.196/05 and Decree 5.798/06. For companies that use the incentives it was observed that there were significant changes in regard to the technological center and other items of infrastructure turned the R&D, as well as greater integration among all areas involved with the theme of technological innovation. As the use of incentives was not possible to see that the main reason not to use the tax incentives provided by Law 11.196/05 and Decree 5.798/06 is the lack of knowledge, which indicates the need for effective action between the public and private sectors to overcome this problem.
