A oposição de oficiais da Brigada Militar do Rio Grande o Sul ao golpe de Estado de 1964

Abstract

Durante o golpe de Estado de 1964, alguns policiais militares da Brigada Militar do Rio Grande do Sul (Polícia Militar) não concordaram com as ações de apoio à deposição de João Goulart, articuladas e efetivadas pelo comandante da instituição. Resolveram então se opor à ruptura da ordem democrática. Todavia, com a consolidação da ditadura civil-militar e o início do processo de perseguição aos opositores do novo regime, 39 oficiais foram acusados através de um inquérito policial militar de subverterem a ordem política. Nessa acusação estava inserida a lógica de que defender a ordem democrática significava apoiar a deposição do então presidente da República. Assim, para o entendimento daqueles que legitimaram o golpe, os oficiais ao se oporem a isso, estavam indo contra a ordem do comandante. Dessa forma, como problema de pesquisa, indaguei quais seriam as razões que levaram os 39 oficiais a se oporem ao golpe e tomei como objeto de estudo justamente a atuação desses policiais. Para compreender tal oposição, parti de uma metodologia de análise crítica sobre as fontes escritas, as quais se referem a um processo de apelação, que contém o inquérito policial militar, a processos indenizatórios de alguns desses oficiais e a um livro de memórias escrito por um desses acusados. Nessa análise e inserindo a pesquisa em uma revisão bibliográfica sobre o tema, compreendi diferentes motivos que levaram esses oficiais à oposição, constituindo assim uma crítica sobre a análise que entendia a atuação desses oficiais como tendo sido homogênea. Entre os níveis das razões, pude notar questões como a preferência pelo projeto político do presidente deposto e o compromisso institucional de garantir a ordem democrática.

During the 1964 coup d'etat, some military police from Military Brigade of Rio Grande do Sul (Military Police) did not agree with the actions that supported the deposition of João Goulart, hinged and made effective by the commander of the institution. Then, they decided to oppose themselves to the break of the democratic order. However, with the civil-military dictatorship consolidation and the beginning of the chase process to the new regime opponents, 39 officers were accused, by a military police inquiry, of policy order subversion. In this accusation was inserted the logic that defending the democratic order meant to support the president deposition. So, for the understanding of those that legitimized the coup, the officers, when get the opposed, were going against the order of the commander. Thus, as search problem, I asked what would be the reasons that made the 39 officers to get opposed to the coup and I took as study object precisely the acting of these military police. To understand this opposition, I went from a critical analysis methodology about the written sources such as those which refer to an appeal process, which contains the military police inquiry, to indemnity process of some these officers and to a book of memories written by one of these accused. In this analysis and inserting the search in a bibliographic review about the theme, I realized different reasons that led these officers to the opposition, building in this way a criticism about the analysis that used to understand the practice of the officers as being homogeneous. Among the levels of reasons, I noticed questions as preference for the politic project of the deposed president and the institutional commitment to ensure a democratic order.
