dc.description.abstractA Previdência Social é um dos alicerces da democracia no Estado Brasileiro, sendo composta pelo Regime Geral de Previdência Social (RGPS) e pelos Regimes Próprios de Previdência Social (RPPS). Nesta monografia, foi realizada uma análise do Regime Próprio de Previdência Social da União, regime de previdência dos servidores públicos federais presente no Art. 40 da Constituição Federal de 1988. O objetivo foi observar o impacto das reformas previdenciárias das Emendas Constitucionais n° 20/1998, n° 41/2003 e n° 47/2005 de 1997 a 2015 e seus resultados, traçando perspectivas para o futuro. Com ênfase nessas Emendas e na criação da Fundação de Previdência do Servidor Público (FUNPRESP) em 2013, que conjuntamente alteraram as regras de elegibilidade e concessão de benefícios de aposentadoria e pensão no Regime Próprio, analisaram-se as mudanças de cada Emenda para posteriormente observar seus impactos nas receitas e despesas desse regime. Conclui-se que houve uma melhoria nas condições de financiamento desse regime com a introdução de disposições legais que aumentaram a contribuição e contiveram o crescimento das despesas, mas ainda há um déficit entre receitas e despesas que poderá aumentar até 2023, quando 34,6% da força de trabalho do Poder Executivo federal atingir os requisitos para aposentadoria com proventos integrais.pt_BR
dc.description.abstractThe Social Security system is one of the foundations of democracy in the Brazilian State, being composed by the general system [Regime Geral de Previdência Social (RGPS)] and by the public service system [Regime Próprio de Previdência Social (RPPS)]. In this paper, an analysis was made on the federal Public Service system, which is the social security system of the federal public servants present on the Article 40 of the Federal Constitution of 1988. The objective was to observe the impact of the social security reforms of the Constitutional Amendment n° 20/1998, n° 41/2003 e n° 47/2005 since 1997 to 2015. With emphasis on the Amendments and on the institution of Public Servants Welfare Foundation [Fundação de Previdência do Servidor Público (FUNPRESP)] in 2013, which together changed the retirement and pension rules of eligibility and access to benefits for the public servants, it was analyzed the changes of each Amendment to further observe the impact on the income and in the expenses of this regime. It was concluded that there was an improvement in the financing conditions of the regime due to the introduction of legal provisions that raised the contribution and contained the growth of expenses, but still there´s a gap between income and expense that shall be raised until 2023, when 34,6% of the workforce in the Federal Executive power reach the requirements to retire with full benefits.en
