Desenvolvimento regional no RS : uma análise do programa FUNDOPEM/RS de 2000 a 2015

Abstract

O Fundo Operação Empresa (FUNDOPEM/RS) é o principal programa de fomento à atividade industrial no Rio Grande do Sul. Ele funciona através da financiamento do ICMS incremental devido do empreendimento incentivado. O objetivo deste trabalho é (i) apresentar o FUNDOPEM/RS; (ii) investigar na literatura econômica os fundamentos para a atuação do Estado como agente de fomento; e, por fim, (iii) identificar as regiões que receberam investimentos, no período entre 2000 e 2015, e analisar a evolução do IDESE para cada região. Foram analisados os indicadores IDESE e PIB de cada região e observou que os COREDEs que mais receberam investimentos apoiados pelo FUNDOPE/RS, foram os que tiveram os menores crescimentos relativos no IDESE, por outro lado, os COREDEs que menos receberam investimentos apoiados, tiveram um melhor desempenho na evolução do IDESE.

The Company Operation Fund (in Portuguese Fundo Operação Empresa – FUNDOPEM/RS) is the main government programme to encourage industrial activity in Rio Grande do Sul State. It work as a financing of additional Tax on Circulation of Goods and Services (in Portuguese Imposto sobre Circulação de Mercadorias e Serviços) from the supported enterprise. The aim of this paper is (i) show how FUNDOPEM/RS works; (ii) study in economics literature the elements which allows the state to operate as development agent; and (iii) identify the region that received investments, between 2000 and 2015, and analise the evolution of IDESE to each region. It had been analised IDESE and GDP to each region. It has been observed that regions which has received more investment supported by FUNDOPEM/RS its IDESE has grown less than the regions which received less investments supported by FUNDOPEM/RS.
