A estratégia alemã para a indústria digital

Abstract

Indústria 4.0 é o termo utilizado para designar a possível transformação da esfera da produção industrial viabilizada pela junção de tecnologias digitais e da internet com a indústria tradicional. Nos últimos anos, alguns países, em especial os líderes mundiais no setor industrial, têm identificado essa possibilidade e buscado promovê-la. O objetivo desse trabalho é tentar identificar quais foram os principais passos e quais as principais medidas adotadas pela Alemanha para a criação do projeto Industrie 4.0. Pretendeu-se descrever as ações do Estado e a participação da iniciativa privada alemãs no desenvolvimento desse projeto, decorrentes do reconhecimento de ser o desenvolvimento da Indústria 4.0 uma garantia ao crescimento sustentável do país e à manutenção de sua competitividade face às demais economias mundiais. Verificou-se que esse projeto, inserido na estratégia nacional de incentivo à tecnologia de ponta, mantém a tradição alemã de promoção de política industrial calcada na cooperação entre agentes públicos e privados. Além disso, o Estado executa tanto medidas horizontais quanto verticais para a promoção da Indústria 4.0 e os principais resultados são identificados na criação de um modelo de arquitetura de referência da indústria e o estabelecimento de acordos bilaterais com outras nações interessadas em desenvolver a Indústria 4.0.

Industry 4.0 is the term coined to designate the possible transformation in the industrial sphere of production made possible by the combination of digital technologies and the Internet with the traditional industry. In recent years, some countries, especially the industrial world leaders, have identified this possibility and sought to promote it. The aim of this work is to try to identify the main steps and measures adopted by Germany for the creation of the Industrie 4.0 project. It was intended to describe the actions of the government and the participation of the German private initiative in the development of this project, which result from the recognition of the development of Industry 4.0 as a guarantee for the country's sustainable growth and the maintenance of its competitiveness against other world economies. It was verified that this project, situated in the national high-technology strategy, maintains the German tradition of promotion of industrial policy based on the cooperation between public and private agents. Furthermore, the government implements both horizontal and vertical measures for the promotion of Industry 4.0 and the main results are identified as the establishment of an industry benchmark architecture model and the establishment of bilateral agreements with other nations interested in developing the Industry 4.0.
