Diplomacia cultural em perspectiva comparada : Lula, Dilma, Temer

Abstract

A agenda cultural brasileira passa a ter maior relevância a partir de 2003 com a ascensão de Lula ao poder. A partir desse período a cultura brasileira passou a ser entendida como um terceiro pilar da política externa brasileira. O Brasil passou a investir na Diplomacia Cultural e por meio disso evidenciou-se um prestígio internacional brasileiro. Sendo assim, o presente trabalho busca analisar se a política cultural brasileira em perspectiva comparada. Verificando se as política iniciada no ano de 2003 teve continuidade durante os governos subsequentes de Dilma (2011-2015) e Temer (2016-2017). O presente trabalho se justifica pela relevância que os aspectos culturais brasileiros passaram a ter para com a inserção internacional brasileira desde 2003. O estudo apresenta que as políticas culturais passaram por momento de descontinuidade e até mesmo ruptura dentro dos governos.

The Brazilian cultural agenda has become more relevant since 2003 with Lula's rise to power. From that period the Brazilian culture came to be understood as a third pillar of Brazilian foreign policy. Brazil began to invest in Cultural Diplomacy and through this, a Brazilian international prestige was evidenced. Thus, the present work seeks to analyze the Brazilian cultural policy in comparative perspective. Checking whether the policies started in 2003 continued during the governments of Dilma (2011-2015) and Temer (2016-2017). The present study is justified by the relevance that Brazilian cultural aspects have had in relation to the Brazilian international insertion since 2003. The study shows that cultural policies have passed through a moment of discontinuity and even rupture within the governments.
