Dos passados heterogêneos ao mosaico continental : pan-americanismo e operação historiográfica no IHGB republicano (1889-1933)

Abstract

Esta tese de doutorado aborda as relações entre o pan-americanismo e as representações da história do Brasil desenvolvidas no Instituto Histórico e Geográfico Brasileiro (IHGB). O pan-americanismo pode ser entendido como um ideário, formulado pelos Estados Unidos nas últimas décadas do século XIX, que propunha a cooperação intelectual, cultural, política e comercial entre os países da América. Este estudo, ao se inserir na área da história da historiografia, parte do seguinte problema de pesquisa: qual foi a trajetória da constituição do pan-americanismo em problema historiográfico no IHGB durante a Primeira República? Para desenvolver tal questão, elabora uma discussão sobre a ideia de América e de América Latina, tendo por base a bibliografia pertinente ao tema. Em seguida, explora os sentidos atribuídos ao pan-americanismo e explica parte dos empreendimentos que tiveram por objetivo a sua divulgação. A União Pan-Americana foi, para isso, uma instituição estratégica. Os eventos internacionais, manifestos especialmente nas Conferências Pan-Americanas e nos Congressos Científicos, também ocuparam espaço de destaque. Tais eventos, inclusive, contaram com a participação e mobilização de mulheres, as quais foram agentes essenciais na propagação da agenda pan-americana. A recepção deste programa variou muito conforme o país. O foco deste trabalho é, como já dito, o Brasil. De forma mais específica, a tese examina as implicações desta nova conjuntura de estímulo à aproximação entre os países da América para a reflexão sobre a história do Brasil. A fim de desenvolver este tópico, são analisadas as discussões que o tema gerou no interior do IHGB, bem como os eventos promovidos por esta instituição a fim de colocar em prática a busca pela solidariedade continental. Argumenta-se nesta análise que o conhecimento histórico era visto como peça fundamental para a constituição de uma ideia de passado comum para os povos do continente. Este estudo sustenta que o tema do pan-americanismo foi ao encontro dos debates característicos da cultura histórica republicana brasileira, sendo associado à busca pelos caminhos da modernidade e do progresso. As conclusões deste trabalho indicam uma significativa proximidade entre as ações do IHGB e a agenda da política externa brasileira. A partir deste espaço consagrado desde o século XIX “ao culto da história pátria” o pan-americanismo se tornou, por um lado, um problema historiográfico e, por outro lado, ganhou capilaridade na sociedade brasileira e latino-americana.

This doctoral thesis deals with the relations between Pan-Americanism and the representations of Brazilian history developed at the Brazilian Historical and Geographical Institute (IHGB). Pan-Americanism can be understood as an ideology formulated by the United States in the last decades of the nineteenth century, which proposed intellectual, cultural, political and commercial cooperation among the countries of America. This thesis, which is inserted in the area of the history of historiography, starts from the following research problem: what was the trajectory of the constitution of pan-Americanism as a historiographic problem in the IHGB during the First Republic? In order to develop such a question, in the first chapter of this study was elaborated a discussion about the idea of America and Latin America, based on the bibliography pertinent to the theme. After that, this research explores the meanings attributed to Pan-Americanism and explains part of the endeavors that aimed at its dissemination. For this, the Pan American Union was a strategic institution. International events, especially the Pan American Conferences and the Scientific Congresses, also took center stage. These events included the participation and mobilization of women, who were essential agents in the spread of the Pan American agenda. The reception of this program varied greatly according to the country. The focus of this investigation is, as already mentioned, Brazil. More specifically, the thesis examines the implications of this new stimulus to the approximation between the countries of America in the reflection on the history of Brazil. In order to develop this topic, we analyze the discussions that the theme generated within the IHGB, as well as the events promoted by this institution in order to put into practice the search for continental solidarity. It is argued in this analysis that historical knowledge was seen as a fundamental piece for the constitution of an idea of the common past for the peoples of the continent. This study suggests that the theme of pan-Americanism was in the direction of the debates characteristic of Brazilian republican historical culture, associated with the search for the paths of modernity and progress. The conclusions of this research indicate a significant proximity between the actions of the IHGB and the Brazilian foreign policy agenda. From this space consecrated since the nineteenth century "to the cult of national history" Pan Americanism became, on the one hand, a historiographic problem and, on the other hand, gained capillarity in Brazilian and Latin American society.
