"Filho de santo de bombacha, Ogum comendo churrasco" : o batuque de Porto Alegre como patrimônio cultural afro-brasileiro (1982-2018)

Abstract

Batuque é uma tradição religiosa afro-brasileira típica do Rio Grande do Sul, estado que historicamente tem construído uma autoimagem de descendência predominan-temente branca europeia, mas que figura como o estado mais afro-religioso do Bra-sil, segundo o IBGE. Este trabalho busca analisar o Batuque sob a perspectiva do patrimônio cultural afro-brasileiro, com o objetivo de produzir uma narrativa patrimo-nial sobre esta tradição e analisar as possibilidades para registro do Batuque de Por-to Alegre como patrimônio imaterial brasileiro. Para isso, mapeou-se as ações do IPHAN em relação às políticas públicas de patrimônio no Brasil e situou-se a pre-sença do Batuque em Porto Alegre por meio de revisão bibliográfica e dados censi-tários oficiais. O procedimento metodológico utilizado foi a pesquisa documental em processos administrativos de tombamento no âmbito do Instituto do Patrimônio His-tórico e Artístico Nacional, a pesquisa bibliográfica sobre o batuque e a descrição de minhas experiências como vivenciador desta tradição. A partir da análise das justifi-cativas para tombamento de nove terreiros de candomblé em nível federal entre os anos de 1982 e 2018 foi possível identificar os critérios para atribuição de valor pa-trimonial adotados pela autarquia. A partir do conceito de Territorialidade Negra Ur-bana e tomando como referência os candomblés da Bahia, o estudo viabiliza ferra-mentas conceituais para pensar a tradição religiosa do Batuque como patrimônio cultural enquanto tradição formadora de uma identidade afro-gaúcha, bem como problematiza a legitimidade do patrimônio formalmente reconhecido pelo Estado frente àqueles assim já consagrados no fazer social pelas comunidades.

Batuque is an African-Brazilian religious tradition typical of the state of Rio Grande do Sul, which has been historically building a self-image of predominantly white Europe-an descent for some time, but appears as the most Afro-religious state in Brazil, ac-cording to IBGE. This paper aims to analyze Batuque under the perspective of the African-Brazilian cultural heritage, with the goal of presenting a patrimonial narrative about this tradition, and to analyze the potential for registration of the Batuque de Porto Alegre as a Brazilian immaterial heritage. To this objective, has been done a mapping of the National Historic and Artistic Heritage Institute’s (IPHAN) actions about the heritage public policy in Brazil and of the Batuque’s historical presence in Porto Alegre through bibliographical revision and official census data. The methodo-logical procedure utilized in this paper was largely documental research about the administrative processes in heritage sites listing within the scope of the IPHAN, bibli-ographical revision about Batuque and description of my own experiences as a member of this tradition. Through the analysis of the justification for the heritage list-ing of nine Candomblé yards in a federal level between the years 1982 and 2018, it was possible to identify the criteria for heritage value assignment adopted by the au-tarchy. From the concept of Black Urban Territories and adopting the candomblés in Bahia as a reference, this study aims to facilitate conceptual tools to use in thinking regarding the religious tradition of Batuque as a cultural heritage and its role in form-ing an Afro-Gaúcho identity, as well as to problematize the legitimacy of the formally recognized heritage by the state against that of those which are already recognized in social practice by the communities.
