Análise dos principais determinantes do investimento externo direto para Brasil no período 1990 – 2016

Abstract

O presente trabalho se concentra em analisar o fluxo de investimento estrangeiro direto para o Brasil no período 1990 a 2016. O principal objetivo do trabalho é identificar, com base na literatura, os principais determinantes do IDE e analisar como essas variáveis se comportaram durante período analisado. Além disso, o trabalho divide a análise em três diferentes fases: década de 1990, 2000 a 2008 e pós-crise do “subprime” até 2016. Ao longo do trabalho será possível compreender o porquê foram identificadas três diferentes fases. Também se procura discorrer e relacionar sobre as principais mudanças de cunho econômico e político que influenciaram no desempenho das variáveis, e, por conseguinte, do IDE para o Brasil. O trabalho também analisa a distribuição setorial dos fluxos de IDE para o Brasil, ressaltando as principais estratégias dos agentes realizadores de IDE no país. A hipótese central do trabalho é que em momentos em que a economia brasileira teve ambiente macroeconômico mais saudável, foram os momentos em que houve melhora no fluxo de IDE para o país. Ressalta-se que o trabalho não pretende esgotar a discussão acerca dos determinantes do IDE para o Brasil, e sim, expor, com base na revisão da literatura e de estudos empíricos, as principais variáveis com poder de influenciar na decisão por trás da realização do IDE no país. Por fim, trabalho também destaca, com base no “Paradigma Eclético de Dunning”, as duas principais estratégias dos agentes realizadores de IDE: “Market seeking” e “resource seeking”.

The present article focused on analising the flow of foreign direct investments (FDI) in Brazil between the years of 1990 to 2006. The main objective is to identify, based on literature, the main determinants of FDI and to analise how those variables were presented in the observed time of this study. In addiction to that, the present study divided the analysis of time between three different phases: the 1990 decade, the years from 2000 to 2008 and from the “subprime” after-crisis to 2016. In the progress of this study it will be possible to identify the reason why those three different time phases were selected. Other than that, the present study tried to discourse and relate the possible economic and political changes that might have influenced in the interpretation of the analysed variables and, therefore, its consequences on FDI in Brazil. This study also analyses the sectorial distribution of FDI in Brazil, highlighting the main strategies of the FDI performing agencies in the country. This study central hypothesis concludes that the moments when the Brazilian economy had a healthier macroeconomic environment, there were times when there was an improvement in the flow of FDI to the country. It is important to stand out that the present study does not intend to diminish the discussion regarding the FDI determinants for Brazil, but, in fact, based on literature and empirical studies, expose the main variables whom exerce power of influence when associated with the actual FDI realization in the country. Therefore, the study also highlights, based on “Dunning’s Eclectical Paradigm”, both of the main strategies used by FDI realizing agencies: “market seeking” and “resource seeking “ .
