Trabalho e precarização no contexto das contrarreformas : uma análise sobre a desproteção social dos trabalhadores com formação superior

Abstract

A presente dissertação analisa as facetas do intenso processo de precarização do trabalho e da vida imposto pelas novas configurações do mundo trabalho concatenado à chamada 4ª Revolução Industrial, que traz contigo a era digital. Há uma mudança nas relações, condições e formas de inserção no mercado de trabalho que incidem na vida dos trabalhadores de forma objetiva e subjetiva. Associado a isso, vivemos um contexto ultraliberal de desmantelamento das Políticas Sociais através de contrarreformas que retiram os direitos sociais conquistados e concretizados pela Constituição Federal de 1988. Essa condição atinge a todos os trabalhadores, inclusive aqueles que têm formação superior, uma vez que há uma gama de trabalhadores qualificados que o mercado não consegue absorver, fazendo com que os mesmo se submetam a trabalhos com relações e condições precarizadas. Portanto, o objetivo do estudo foi de investigar a realidade dos trabalhadores com formação superior inseridos de forma precarizada no mercado de trabalho, com vistas a apontar as repercussões referente a proteção social e a saúde desses trabalhadores. Para tanto foi realizada uma pesquisa qualitativa onde a amostra dos sujeitos ocorreu através da seleção intencional de profissionais com formação nas áreas das ciências humanas e sociais (de acordo com classificação das áreas de conhecimento do CNPq), que estavam inseridos no mercado de trabalho sem vínculo laboral celetista ou estatutário. Para tal, foi construído um questionário on-line contendo 57 perguntas fechadas e abertas sobre as temáticas: trabalho, saúde e previdência e enviado aos sujeitos através da técnica bola de neve. Teve-se o retorno de 46 respostas e um aproveitamento de 28% os quais se atendiam os critérios da amostra. Para análise foram utilizadas fontes primárias (questionário) e secundárias (documentos e dados advindos de órgãos governamentais) os quais foram analisados considerando a atual conjuntura. Os resultados mostram que os impactos das novas configurações do mundo do trabalho, associados ao contexto ultraliberal de contrarreformas e de crise sanitária provocada pela pandemia da COVID-19, resultam no aumento da desigualdade e vulnerabilidade social e se materializam através de fatores econômicos, sociais, de lazer, culturais, ambientais, laborais, de saúde e no acesso aos bens e serviços sociais. Essa conjuntura se exponencia no contexto pandêmico, onde a negligência do (des)governo para com a crise sanitária visibiliza e ao mesmo tempo oculta a exposição da classe trabalhadora ao processo de desproteção social em curso e amplia o abismo social presente no contexto contemporâneo

The present thesis analyzes the facets of the intense precariousness of work process and life imposed by the new configurations of the world of work, linked to the socalled 4th Industrial Revolution, which brings the digital age with it. There is a change in the relationships, conditions and forms of insertion in the labor market that affect workers' lives in an objective and subjective way. Associated with this, we live in an ultraliberal context of dismantling Social Policies through counter-reforms that remove the social rights conquered and implemented by the Federal Constitution of 1988. This condition affects all workers, including those with higher education, since there is a range of skilled workers that the market is unable to absorb, making them submit to work with precarious relationships and conditions. Therefore, the objective of the study was to investigate the reality of workers with higher education inserted in a precarious way in the labor market, with a view to pointing out the repercussions regarding the social protection and health of these workers. For this purpose, a qualitative research was carried out where the sample of subjects occurred through the intentional selection of professionals with training in the areas of human and social sciences (according to the classification of the CNPq areas of knowledge), who were inserted in the labor market without a statutary or CLT employee bond. To this end, an online questionnaire was constructed containing 57 closed and opened questions on the themes: work, health and social security. Then, it was sent to the subjects using the snowball technique. There was a return of 46 responses and a rate of 28%, which met the criteria of the sample. For analysis, primary sources (questionnaire) and secondary sources (documents and data from government agencies) were used, which were analyzed considering the current situation. The result The results show that the impacts of the new configurations of the world of work, associated with the ultraliberal context of counter-reforms and the sanitary crisis caused by the COVID-19 pandemic, resulted in an increase in inequality and social vulnerability and materialize through economic and social factors, leisure, cultural, environmental, work, health and access to social goods and services. This situation is exponential in the pandemic context, where the (dis)government's negligence towards the health crisis makes visible and, at the same time, hides the exposure of the working class to the ongoing process of social lack of protection and widens the social abyss present in the contemporary context.
