A democratização de gênero na radiodifusão

Abstract

Este trabalho visa a analisar as possibilidades de efetivação da igualdade de gênero na radiodifusão brasileira. Primeiramente, analisar-se-ão as normas que definem os objetivos da radiodifusão, quais sejam, a Constituição Federal e as diversas normas internacionais firmadas pelo Brasil. Após, analisar-se-ão os instrumentos internos para a consecução desses objetivos. Serão expostas as normas referentes à fiscalização do poder concedente nas permissões e concessões de rádio e televisão e as medidas constantes do II Plano Nacional de Políticas para as Mulheres. Na terceira parte deste trabalho, serão apresentadas as duas principais normas argentinas atinentes à matéria: a Lei de Proteção Integral às Mulheres e a Lei dos Meios Audiovisuais. Ao final, serão traçadas algumas considerações e propostas modificações sobre os instrumentos brasileiros, utilizando as normas argentinas como auxiliares.

This study aims to examine the possibilities of realization of gender equality in Brazilian broadcasting. First, we will examine the standards that define the objectives of broadcasting, namely, the Federal Constitution and various international standards signed by Brazil. Following, we will examine the implications of these goals in the rules regarding the supervision of the granting of permits and concessions in radio and television, and in the II National Plan for Women. In the third part of this work we will present the two main Argentinean laws regarding the issue: the Law the Integral Protection of Women and the Law on Audiovisual Media. In the end, we will present some considerations and proposals on the Brazilian instruments, considering the examples from the Argentinean system.
