dc.description.abstractO Estado do Rio Grande do Sul vive uma permanente crise fiscal, já percebida nos anos 1950. Em 1965 iniciou o seu financiamento via Mercado de Títulos. Os altos níveis de investimento da década de 1970, foram viabilizados através do endividamento. Este processo deu origem a grande crise fiscal do Estado. Na década de 1980 a inflação retardou os efeitos do desequilíbrio. Nos anos 1990, na onda neoliberal de redução do Estado na Economia, o Governo Britto privatiza empresas e incentiva a saída de servidores através do PDV, no entanto, não procura o ajuste fiscal. Em 1998 a União assume as dívidas do Estado, mas com alto custo para as gerações futuras. Os governos de 1999 até 2006, serão meros gestores da dívida. Em 2007 o Governo Yeda busca o “déficit zero” com velhas práticas. Venda de ações do Banrisul e renegociação de parte da dívida com o Banco Mundial, além de arrocho salarial e redução do número de servidores. O resultado é atingido de forma artificial. A previdência realmente é um problema sério, mas as soluções sempre recaem sobre os servidores, sem a apresentação das informações reais sobre o verdadeiro tamanho do déficit. O número de servidores, reduz-se, ano a ano, desde 1993, diminuindo a proporção em relação à população, com destaque para as áreas sociais, evidenciando o prejuízo à população. Os modelos de participação implantados no Estado a partir de 2001 possuem limitações. Entre os modelos estudados o Orçamento Participativo foi o único que teve como premissa analisar e influenciar em todo o orçamento. Os COREDEs, apesar da abrangência regional perdem espaço e viram meros realizadores de eleições para a Consulta Popular, processo que traz mais alienação pois não permite a discussão pela sociedade. A pesquisa apontou como verdadeira a hipótese de que o orçamento público é disputado pela sociedade num espaço que as variáveis do conjunto das finanças públicas não são colocadas. Para corrigir as falhas da democracia, dos ciclos eleitorais, a proposta é a radicalização da mesma, com mais transparência, maior participação da sociedade.pt_BR
