Mapeamento da estrutura global que fornece confiança às medições : análise da inserção brasileira

Abstract

Esta tese apresenta o mapeamento da estrutura global que fornece confiança às medições, a qual visa ser uma ferramenta de auxílio na tomada de decisões estratégicas relacionadas à inserção brasileira no processo de fornecer confiança às medições. A tese contempla inicialmente um relato da evolução histórica do surgimento dos organismos relacionados à metrologia e identifica e descreve os instrumentos envolvidos no processo de fornecer confiança às medições. O mapeamento da estrutura global que fornece confiança às medições foi desenvolvido a partir de informações da literatura dos organismos que fazem parte da estrutura global e corroborada pelas entrevistas com especialistas da área. Para realizar o mapeamento foi entendido o processo de fornecer confiança às medições identificando as funções que o compõem. Os organismos que realizam as funções foram agrupados em subestruturas. A primeira subestrutura contempla a função de entender as demandas para os produtos e serviços. Esse entendimento é realizado através da sistematização e da formalização das especificações demandadas. A segunda subestrutura contempla a função de garantir a conformidade das especificações demandadas e das avaliações de produtos e serviços. Essa garantia é realizada através da avaliação da conformidade de primeira, segunda e terceira partes. A terceira subestrutura contempla a função de fornecer confiança ao resultado das medições de produtos e serviços, que é realizada através da metrologia científica e industrial. Cada uma dessas subestruturas foi detalhada e foram identificados os organismos internacionais, regionais, nacionais e seus relacionamentos, gerando assim o mapeamento da estrutura global que fornece confiança às medições. Com este mapeamento foi possível identificar os organismos nos quais o Brasil possui representação. A partir desta identificação foi realizada uma análise estatística para comparar a inserção brasileira nos organismos internacionais que atuam nas três funções do processo de fornecer confiança às medições.

This thesis presents the mapping of global structure that provides reliance to measurements, which aims to be a support tool in taking strategic decisions that are related to the Brazilian insertion in the process that provides reliance to measurements. The thesis contemplates initially the organisms historical evolution related to metrology, and identifies and describes instruments involved in the process of providing reliable measurements. The mapping of global structure that provides reliance to measurements was developed based on organism’s literature information that are part of global structure, and also on interviews with specialists of this area. In order to accomplish the mapping, it was necessary to understand the process of providing reliance to measurements by identifying the functions that compose the mapping process. Organisms that carry through the functions were grouped in substructures. The first substructure contemplates the function of understanding the demands for products and services. This understanding is accomplished by systematization and formalization of demanded specifications. The second substructure contemplates the function of guaranteeing the conformity of demanded specifications and of products and services’ evaluations. This guarantee is carried through conformity assessment through first, second and third part. The third substructure contemplates the function of providing reliance to the measurements result of products and services, which is carried through the scientific and industrial metrology. Each one of these substructures was detailed and the international, regional, national organisms and its relationships were identified, thus generating the mapping of global structure that provides reliance to measurements. Using this mapping it was possible to identify the organisms in which Brazil has representation. From this identification a statistical analysis was carried through to compare the Brazilian insertion into the international organisms that act on the three functions of the process of providing reliance to measurements.
