Itinerários da educação infantil : políticas de financiamento, oferta e atendimento em Porto Alegre e Viamão

Abstract

A importância da educação de crianças de 0 a 6 anos e o seu atendimento em estabelecimentos específicos, com orientações e práticas pedagógicas consideradas apropriadas, vem adquirindo cada vez mais legitimidade. Pode-se ressaltar os inúmeros estudos e pesquisas na área e, inegavelmente, o respaldo legal. Da mesma forma, o caráter do atendimento vem sendo amplamente discutido, assim como a formação dos profissionais. O financiamento da educação infantil também tem sido foco de estudo e discussão. Nesse sentido, esta Dissertação tem como tema central as políticas de financiamento, oferta e atendimento de educação infantil desenvolvidas por dois municípios gaúchos: Porto Alegre e Viamão. A pesquisa pretendeu conhecer as estratégias que os municípios em questão passaram a implementar nos últimos anos, principalmente com relação à aplicação de recursos públicos na educação infantil. Essa investigação levou em conta as mudanças na legislação brasileira, especialmente a nova configuração das relações entre os entes federados frente ao financiamento da educação. As análises demonstraram que, em ambos os municípios, nos últimos anos, o volume de recursos destinados à educação infantil tem crescido, mas também apontaram para as diferentes formas de promover e expandir a educação infantil, sem um modelo de financiamento específico.

The importance of education for children up to 6 years of age and the attention given to them in specific learning institutions, with appropriate pedagogical orientation and practices, are increasingly being considered valid areas of study. This is evident by the innumerous studies and surveys being carried out in this area as well as legislation that supports it. In the same way, the characteristics of the programs and the preparation of professionals in this area are being widely discussed. Funding for early childhood education has also been amply studied and discussed. The theme of this thesis is the emphasis given to, the offer of, and the funding of early childhood education programs in two cities in Rio Grande do Sul: Porto Alegre and Viamão. The objective of the project is to examine the strategy used by the two cities in the implementation of programs and the application of public funds in the area of early childhood education in recent years. This study considered changes in laws in Brazil, especially relating to the new configuration of relations between federal entities in regard to the funding for education. The analyses showed that, in both cities, the volume of funds directed toward early childhood education has increased in recent years. It also identified different forms of promoting and expanding early childhood educational programs without a specific model of funding.
