Fluxo informacional na Cooperativa Habitacional Alpes do Pinheiro, Porto Alegre – RS: um estudo de caso

Abstract

Estudo de caso cujo objetivo foi caracterizar o fluxo das informações, no âmbito da Coordenação da Cooperativa Habitacional Alpes do Pinheiro (COOHALPI), situada no Bairro Lomba do Pinheiro, em Porto Alegre, capital do Estado do Rio Grande do Sul. O suporte teórico-metodológico adotado para construir o objeto da pesquisa centrou-se, a partir da definição e delimitação do problema, em aspectos conceituais referentes à Gestão do Conhecimento, aos Ciclos Informacionais e aos Fluxos Informacionais, estabelecendo uma relação entre estes e a vivência da Cidadania, na forma de participação no cooperativismo habitacional. Para identificar e caracterizar o fluxo informacional que ocorre entre os membros da Coordenação da Cooperativa supra, universo da pesquisa, foi utilizado o Modelo Social do Ciclo Informacional de Le Coadic (1996), modelo este que contempla três etapas: construção, comunicação e uso da informação. A população-alvo constituiu-se de vinte integrantes da Coordenação, abrangendo na forma dos conselhos: Administrativo, Obras, Educacional e Fiscal, bem como do corpus, representado pela amostra aleatória das Atas das assembleias realizadas pela Cooperativa, correspondentes ao período de 2010 a 2013, existentes na mesma e disponibilizadas pela sua Coordenação. Foram utilizados, como instrumento de coleta de dados, a entrevista junto aos integrantes da Coordenação da Cooperativa e o quadro-resumo para o registro das informações pertinentes à pesquisa, extraídas do conteúdo das referidas Atas. A análise do conjunto dos dados obtidos junto à população-alvo tornou evidente que: a) as informações, no âmbito da Coordenação da COOHALPI, são construídas a partir das necessidades dos associados e da legislação que se deve cumprir; b) tais informações são comunicadas pelos coordenadores aos associados por diversos canais, tais como: assembleias, reuniões, correspondências; c) as referidas informações são utilizadas, tendo em vista a execução de todos os projetos da Cooperativa, voltados à melhoria da qualidade de vida dos associados; d) grande parte dos associados não participa ativamente das decisões tomadas pela Cooperativa. Conclui que a falta de participação extensiva dos associados evidencia a omissão do seu papel de cidadão, situação que concorre para prejudicar o andamento dos projetos comunitários. Sugere que todos os conselhos da COOHALPI elaborem, de forma sistemática, relatórios de atividades para documentar esse importante trabalho para a comunidade e ampliar, desta forma, o fluxo de informações entre Coordenação e associados.

Study of a case whose objective was to characterize the flow of information within the Coordination of Housing Cooperative Alpes Pinheiro ( COOHALPI ), located in the Lomba do Pinheiro neighborhood, in Porto Alegre, capital of the Rio Grande do Sul state. The theoretical-methodology support adopted to construct the object of research has focused, from the definition and delimitation of the problem, in conceptual aspects related to the Knowledge Management, the Informational Cycles and the Informational Flows, establishing a relationship between them and the experience of citizenship in form of participation in the housing cooperativism. To identify and characterize the information flow that occurs between members of the Coordination of Cooperative above, research subject, the Social Model of the Informational Cycle of Le Coadic (1996) was used, what involved the three steps that comprehend the model: the construction, the communication and the use of information. The target population consisted of twenty members of the Coordination that are represented in the form of the Administrative, the Constructional, the Educational and the Fiscal councils as well as the corpus council, represented by the random sample of the Minutes of the assemblies held by the Cooperative in the period between 2010 and 2013, being found in the same and being made available by its coordination. Were used as instruments of data collection, the interview with the members of the Cooperative Coordination and a summary table to record the information relevant to the search, extracted from the contents of the previously referred Minutes. The analysis of all data obtained from the target population made it evident that: a) the information, under the coordination of COOHALPI, are built from the needs of the members and laws that must be met; b) such information is communicated by coordinators to members through multiple channels, such as assemblies, meetings, correspondence; c) such information is used, with a view to implementation of all projects of the Cooperative , aimed at improving the quality of life associated; d) large part of the members do not participate actively in the decisions taken by the Cooperative. Concludes that the lack of extensive participation of members shows the omission of their role as a citizen, a situation that contributes to hinder the progress of community projects. Suggests that all COOHALPI councils develop, systematically, activity reports to document this important work for the community and expand in this way, the flow of information and coordination between Coordination and members.
