Estudo de migração de consumidor especial para o mercado livre de energia elétrica

Abstract

Este trabalho apresenta os conceitos referentes ao Mercado Livre de Energia, com enfoque nos Consumidores Especiais, define a estruturação institucional do setor elétrico brasileiro e o processo de migração de consumidores cativos para o ambiente de contratação livre. A restrição imposta pelo órgão regulador, ANEEL, sobre a demanda limiar de 500kW para a migração foi o fator motivador para esse trabalho. O objetivo é analisar a possibilidade de consumidor com demanda inferior a 500kW migrar para o mercado livre. A análise de um caso real é desenvolvida, objetivando consolidar o estudo e comparar financeiramente a contratação no ambiente regulado e no ambiente livre. O estudo realizado mostra a viabilidade na adesão ao mercado livre, através de um fluxo de caixa. Os resultados mostram a redução de custo com energia elétrica com a migração do ambiente regulado para o livre.

This paper presents the concepts related to Free Energy Market, focusing on Special Consumers, defines the institutional structure of the Brazilian electricity sector and the process of migration of regular consumers to the environment of free contracting. The restriction imposed by the regulator, ANEEL, on the threshold demand of 500kW for migration was the motivating factor for this work. The objective is to analyze the possibility of consumers with less than 500kW demand migrate to the free market. The analysis of a real case is developed, aiming to consolidate the study and to compare financially the contracting in the regulated environment and in the free environment. The study carried out shows the feasibility of adherence to the free market, through a cash flow. The results show the reduction of cost with electric energy with the migration from the regulated to the free environment.
