O retorno da política industrial : desafios e oportunidades no ambiente internacional do século XXI

Abstract

Este trabalho tem por objetivo analisar como a Política Industrial é concebida hoje, como resposta aos desafios e oportunidades apresentados pelo ambiente internacional do século XXI. Reconhecendo que as distintas estratégias de desenvolvimento econômico foram caracterizadas pela ação dos Estados Nacionais em induzir a transformação estrutural do mundo da produção, a primeira parte deste trabalho apresenta fundamentos teóricos e históricos da Política Industrial e do Estado Desenvolvimentista, no âmbito do qual esse tipo de política prosperou historicamente. A segunda parte analisa os elementos de mudança no cenário internacional que devem ser considerados pelos seus formuladores atualmente: uma reavaliação sobre o Consenso de Washington, tendo a crise financeira global como um ponto de inflexão; a influência dos acordos internacionais e de cadeias globais de valor (CGV) sobre sua margem de manobra; o regime internacional sobre mudança climática e a questão energética; e a ascensão de novos países, em especial a China. Alguns estudos de caso são apresentados na sequência, em uma tentativa de ilustrar esse panorama, indicando que países distintos são movidos por motivações diversas no que concerne à Política Industrial. Argumenta-se que, mais que experimentando um alegado retorno, ela vem sendo promovida de outras formas, como investimentos direcionados para indústrias “verdes” e gastos em P&D.

This work aims to analyze how Industrial Policy is conceived today, as a response to the challenges and opportunities presented by the international scene in the twenty-first century. Acknowledging that the distinct strategies of economic development have been characterized by the National States’ action in inducing structural transformation in the world of production, the first part of this work displays a theoretical and historical framework concerning Industrial Policy and the Developmental State, within which this kind of policy has historically thrived. The second part analyses the elements of change in the international arena which must be considered by policymakers today: a reevaluation of the Washington Consensus, with the global financial crisis as a turning point; the influence of international agreements and the global value chains (GVC) over the industrial policy space; the climate change international regime and the related energy question; and the rise of new countries, especially China. Some case studies are presented thereafter, as an attempt to illustrate this panorama, showing that different countries are moved by different reasons when it comes to Industrial Policy. It is argued that, more than having experienced a so-called return, it is being promoted by other means, such as investments channeled to “green” industries and R&D spending.
