Segurança alimentar e nutricional : a atuação da administração pública no município de Ipê/RS

Abstract

O presente estudo realizou um mapeamento das dificuldades e potencialidades na Administração Pública municipal da Segurança Alimentar e Nutricional (SAN) no município de Ipê, no Rio Grande do Sul. Ipê foi escolhido como objeto devido a uma forte contradição encontrada. Por um lado, o município é um grande produtor de alimentos, sendo inclusive considerado a Capital Nacional da Agroecologia do Brasil. Por outro, indicadores e dados governamentais dos últimos anos, que serão apresentados ao longo do trabalho, classificam o município como em alta vulnerabilidade em SAN e como estando fora do Sistema Nacional de Segurança Alimentar e Nutricional (SISAN). É dever do Estado garantir o acesso de todos os cidadãos sem quantidade suficiente, com qualidade e regularidade, à alimentação. Considerando-se esse direito constitucional, o estudo de caso buscou sistematizar um levantamento de dados quantitativos e qualitativos sobre a SAN em Ipê, identificando as ações e políticas de SAN que são efetuadas, e relacionando a sua ausência ou presença, a dados e relatos oficiais sobre a realidade da SAN local. Tal levantamento foi realizado buscando-se a formulação deum diagnóstico municipal sobre o assunto. Os resultados e a análise feitos apontaram para debilidades na ação da Administração Pública municipal e dos demais atores locais, principalmente na articulação, monitoramento e implementação de ações contínuas a longo prazo. O estudo visa auxiliar o município gaúcho, e também transcender a análise aos demais municípios do estado, a promover uma cultura local de SAN, complementando os estudos já existentes sobre a Administração Pública municipal de SAN e realizando algumas recomendações específicas, assim como incentivando o fortalecimento do SISAN e a adesão de mais municípios ao sistema.

The present study mapped the difficulties and potentialities in the municipal Public Administration of Food Security in the municipality of Ipê, in Rio Grande do Sul. Ipê was chosen as the study object due to a strong contradiction. On one side, the municipality is a major producer of food, and is even considered Brazil’s National Capital of Agroecology. On the other hand, government indicators and data from the last years, which will be presented throughout the study, classify the municipality as being in high vulnerability in Food Security and as being outside the National System of Food and Nutrition Security (SISAN). It is the duty of the State to ensure that all citizens have access to sufficient food, with quality and regularity. Considering this constitutional right, the case study sought to systematize a survey of quantitative and qualitative data on Food Security in Ipê, identifying actions and policies that are carried out, and relating their absence or presence to official data and reports about the local reality in Food Security. This investigation was carried out seeking the formulation of a municipal examination on the subject. The results and analysis have pointed to weaknesses in the actions of the municipal Public Administration and of other local stakeholders, mainly in the articulation, monitoring and implementation of continuous long-term actions. The study aims to help the municipality located in Rio Grande do Sul, and also to transcend the case to other municipalities in the state, to promote a local Food Security culture, to complement existing studies on the topic of municipal Public Administration of Food Security and making some specific recommendations, as well as encouraging the strengthening of SISAN and the adhesion of more municipalities to the system.
