dc.description.abstractEste estudo visa compreender a produção do ensino de graduação pela via das decisões decorrentes de normatizações oriundas da reforma universitária de 1968, e consubstanciada no ensino superior brasileiro especificamente numa universidade publica, pela relação, a nível acadêmico, entre a instância da formalização - a dos colegiados acadêmicos - e a instância da liberdade acadêmica - a dos professores com docência em sala de aula - a partir da representação de professores que nelas participam. A compreensão da produção do ensino de graduação hoje foi iluminada pelo resgate da trajetória histórico-social desta relação efetivada no ensino superior brasileiro e na universidade, em suas imbricações com a sociedade e teve como fontes instrumentos normativos de maior repercussão nacional e institucional, de 1808 até nossos dias, contrastados, na medida do possível, com registros de ocorrências. A análise histórica demonstrou que a relação entre as instâncias acadêmicas é tênue, embora formalmente articulada, oscilando entre um controle acadêmico-burocrático altamente especificado nas questões adjetivas do ensino, e uma liberdade nebulosa nas questões substantivas do ensino. A compreensão da produção do ensino hoje teve como fundamentos entrevistas com professores partícipes das instâncias acadêmicas de graduação da UFRGS, ou seja, a instância dos colegiados acadêmicos e a instância da docência em sala de aula. No nível da instância dos colegiados acadêmicos, professores participantes representam a relação de produção do ensino como tênue, prevalecendo na dimensão do professor em sala de aula, a priorização da disciplina e a nebulosidade curricular; na dimensão dos colegiados, sobressai a fragilidade de acompanhamento do ensino nas disciplinas, e, na dimensão institucional, a corporificação de uma estrutura falaciosa. A tênue relação contribui para conferir soberania à liberdade acadêmica corporificada nos professores com docência em sala de aula. Esta liberdade acadêmica aos moldes brasileiro espelha desencontros entre o conceito que os professores dos colegiados têm da liberdade acadêmica e a sua concretização. Conceitualmente, esses professores propõem uma liberdade acadêmica aberta à avaliação (conceito revisado); concretamente, porém, ocorre uma liberdade acadêmica sem interferências (conceito humboldtiano), com fragilidade em suas bases: o professor, a universidade e, em menor porporção, a sociedade. No nível da instância de docência em sala de aula, os professores também representam a relação produtora do ensino como tênue, o que lhes confere liberdade. Da análise das representações emergiram três categorias de docentes, refletoras de modelos históricos construtores da universidade: o professor profissional, o professor transformador social e o professor cientista. Entretanto, a liberdade acadêmica na graduação, e falaciosa, pois se afunila na disciplina, não se estendendo ao curso e à universidade. As várias etapas do estudo desvelaram que a produção do ensino de graduação ocorre numa seara de desencontros corporificada na tênue relação entre as instâncias acadêmicas estatutariamente articuladas: a instância da formalização e a instância da liberdade acadêmica. Nesta forma de articulação, os professores, participantes de ambas as instâncias, têm minimizado o seu poder central de controle sobre as decisões do pedagógico, e o curso escapa das mãos tanto dos professores que o planejam como dos que o executam. Mas este estudo não deixa de apontar que os espaços abertos por esta tênue relação entre as instâncias acadêmicas, podem ter suas conseqüências revertidas na medida em que eles permitem que aflore uma produção de ensino criativa, fundamental para a construção de uma nova universidade.pt
dc.description.abstractThe purpose of this study is to understand the production of undergraduate teaching through decisions resulting from norms established by the 1968 University Reform and carried out in Brazilian higher education specifically at a government university; this as achieved at the academic level by the relationship between the level of formalization (academic councils) and the level of academic freedom (teachers in the classroom) as represented by the teachers who participate in them. Undergraduate teaching production, today, was understood by examining the historic and social trajectory of this relationship within Brazilian higher education and at university, in its imbrications with society, and its sources were normative instruments of great national and institutional repercussion, from 1808 to our time, compared as far as possible with records of events. Historical analysis has shown that the relationship between academic levels is tenuous, althought legally articulated, ranging from highly specific academic bureaucratic controls in matters describing teaching to a nebulous freedom in substantive matters regarding teaching. The understanding of the production of teaching today, was based on interviews with teachers who participate in the academic levels in undergraduate courses at the Federal University of Rio Grande do Sul (UFRGS), i.e., the level of academic councils and the level of classroom teaching. At the level of academic councils the participating teachers represent a tenuous relationship of teaching production, and what prevails is the dimension of the teacher in the classroom and priority to the course subject and nebulous curriculum; in the councils the fragile follow-up of teaching in the course subjects and institutional dimension is stressed and the embodiment of a fallacious structure is found. The tenuous relationship helps confer sovereignity on academic freedom embodied in classroom teachers. This academic freedom by Brazilian standa rd s reflects the differences perceived by the teachers in academic councils concerning the concept of academic freedom and its implementation. Conceptually, these teachers propose academic freedom which is open to evaluation (revised concept); in practice, however, there no interference on academic freedom ( Humboldtian concept), with fragile foundations: the teacher, the university, and in a lesser proportion, society. At the level of classroom teaching, teachers also represent the productive relationship as tenuous, which gives them freedom. Three types of teachers emerged from the analysis of representations, reflecting the historical models on which the university is built : he professional teacher, the social transformer teacher and the scientist teacher. However, academic freedom in undergraduate teaching is fallacious since it concentrates on and is limited to the course subject but does not extend to the course and to the university. The various stages of the study showed that production in undergraduate teaching occurs in loose coupling, embodied by the tenuous relationship between statutorily articulated academic levels: the level of formalization and that of academic freedom. In this form of articulation, the teachers who participate in either level, have minimized their power of central control on teaching decisions, and the course escapes both from the hands of the teachers who plan it and from those of the ones who execute it. But this study also shows that the spaces opened by this tenuous relationship betweem academic levels my have different consequences since it allows the rise of creative teaching production, essential for the construction of a new university.en
