dc.description.abstractPlanta milenar e tradicional nas regiões às margens do Mar Mediterrâneo, a oliveira passou a ser cultivada com fins comerciais no Brasil nos últimos anos. O trabalho liderado por produtores e acompanhado de iniciativas públicas de incentivo possibilitou a formação de estruturas produtivas especialmente em estados das regiões Sul e Sudeste, onde as condições climáticas são adequadas, ainda que não sejam as mais recomendadas para a planta. O Rio Grande do Sul surge como destaque no cenário nacional, apresentando um crescimento consistente da atividade. Em 2008, a área cultivada em território gaúcho foi estimada em 139 hectares, enquanto em 2017, ultrapassou os 3 mil hectares. Marcas de azeite elaboradas no Estado têm qualidade reconhecida em premiações internacionais, um diferencial importante num ambiente liderado por rótulos estrangeiros. A evolução dos negócios envolvendo um sistema agroindustrial jovem, ainda em busca de consolidação, revela a importância de aprofundar as pesquisas na área. Com o propósito de contribuir para as discussões em torno do desenvolvimento da atividade, este estudo tem como objetivo principal identificar as potencialidades e as limitações da olivicultura no Rio Grande do Sul. Para a concretização do trabalho, foi realizada pesquisa exploratória que incluiu, entre os instrumentos de coleta de dados, a aplicação de questionários junto a produtores de azeite que contou com a participação de 15 representantes de rótulos elaborados no Estado. A opinião destes agentes é considerada fundamental para o entendimento dos processos das diferentes etapas da cadeia, já que os mesmos atuam desde a aquisição de insumos, até a comercialização do produto final Além da caracterização dos produtores, o questionário foi construído com a abordagem de temas relevantes em três dimensões do sistema agroindustrial: produção (da utilização de insumos à industrialização), mercado consumidor e ambientes institucional e organizacional. A continuação do estudo buscou aprofundar temas considerados mais críticos com a realização de entrevistas presenciais com quatro informantes qualificados. Foram ouvidos um representante da Câmara Setorial das Oliveiras, da Secretaria da Agricultura do Estado, um especialista em fruticultura da Emater/RS e dois produtores de azeite, sendo que um deles também é presidente do Instituto Brasileiro da Olivicultura. A análise dos resultados permitiu a identificação de fatores positivos, considerados as potencialidades do setor, como é o caso do envolvimento de agentes dos ambientes institucional e organizacional que circundam a cadeia e que respondem por iniciativas que incluem legislação específica, programas oficiais de apoio à produção, recomendações técnicas, pesquisas agronômicas e organização do setor. Os desafios para o processo de continuidade do desenvolvimento da olivicultura, no entanto, são diversos e envolvem aspectos como a necessidade de aprofundamento e de maior difusão de conhecimentos específicos sobre o cultivo em situações de clima muitas vezes adversas, capacitação de mão de obra para o trabalho nos olivais e ações de conscientização do consumidor. O esperado é que as conclusões propostas pelo estudo possam auxiliar na elaboração de políticas públicas e estratégias empresariais que favoreçam o desenvolvimento e a rentabilidade da olivicultura do Rio Grande do Sul e do Brasil.pt
dc.description.abstractA millennial and traditional plant in the regions on the shores of the Mediterranean Sea, the olive tree has been cultivated for commercial purposes in Brazil in recent years. The work led by producers and accompanied by public incentive initiatives made possible the formation of productive structures especially in states of the South and Southeast, where the climatic conditions are suitable, even if they are not the most recommended for the plant. The Rio Grande do Sul is featured on the national scene, showing a consistent growth of the activity. In 2008, the acreage in Gaucho territory was estimated in 139 hectares, while in 2017, exceeded 3.000 hectares. Brands of olive oil produced in the State have recognized quality in international awards, a key differentiator in an environment led by foreign labels. The evolution of business involving an agro-industrial system young, still in search of consolidation, reveals the importance of further research in the area. With the purpose of contributing to the discussions around the development of the activity, this study has as main objective to identify the potential and limitations of olive growing in Rio Grande do Sul. For the completion of work, exploratory research was conducted which included, among the data collection instruments, the application of questionnaires with the producers of olive oil that was attended by 15 representatives of labels in the State. The opinion of these agents is considered fundamental to the understanding of the processes of the different stages of the chain, since the acquisition of inputs, until the marketing of the final product. In addition to the characterization of the producers of olive oil, the questionnaire was built with the relevant issues in three dimensions of the agro-industrial system: production (the use of inputs to industrialization), consumer market and organizational and institutional environments The continuation of the study sought to deepen the themes considered more critical with face-to-face interviews with four qualified informants. Were heard a representative of the Sectorial Chamber of Olives, of the State Department of Agriculture, a specialist in fruit growing of Emater/RS and two producers of olive oil, and one of them is also president of the Brazilian Institute of Olive Growing. The analysis of the results allowed the identification of positive factors, considered the potential of the sector, as is the case with the involvement of agents of institutional and organizational environments that surround the production chain and which account for initiatives that include specific legislation, official programmes to support the production, technical recommendations, agronomic research and industry organization. The challenges to the continuity of the development process of olive growing, however, are diverse and involve aspects such as the need for further development and greater dissemination of specific knowledge about the production in climate situations many times adverse, training of manpower to work in olive groves and consumer awareness campaigns. The expected is that the conclusions proposed by the study can assist in the development of public policies and business strategies that promote the development and profitability of olive growing in Rio Grande do Sul and in Brazil.en
