Dietas sustentáveis são dietas de baixo impacto ambiental, protetivas e respeitosas quanto à biodiversidade e ecossistemas, culturalmente aceitas, acessíveis e justas economicamente, nutricionalmente adequadas, seguras e saudáveis, enquanto fomentam a inclusão social e otimizam recursos naturais e humanos. Os Restaurantes Universitários (RUs) são ambientes propícios para a promoção de dietas sustentáveis. Desde 2016, a modalidade Compra Institucional do Programa de Aquisição de Alimentos (PAA-CI) vem tornando possível que a Universidade Federal do Rio Grande do Sul (UFRGS) adquira alimentos de cooperativas da agricultura familiar. Assim, o objetivo deste trabalho foi analisar o PAA-CI nos RUs da UFRGS, sob a perspectiva de promoção de dietas sustentáveis nos anos de 2016 e 2017. Para isto, utilizaram-se dados quantitativos, através de documentos oficiais, bem como dados qualitativos, coletados em entrevistas com os atores envolvidos na execução do PAA-CI. Os primeiros foram submetidos à análise documental descritiva com frequências relativas e absolutas, enquanto os últimos, à análise temática. Primeiramente, observou-se a existência de dois atores-chaves nesse processo: a diretora dos RUs e lideranças do cooperativismo. Ambos desenvolveram sua agência para engajar outros atores nas atividades diárias, formando uma rede social para o bom desenvolvimento dessa política na UFRGS. Desse modo, os papeis desempenhados por esses atores-chaves foi fundamental para o sucesso na execução o PAA-CI nos anos de 2016 e 2017. Em segundo lugar, as potencialidades encontradas referem-se às contribuições para: (1) a dimensão ambiental, na medida em que se efetiva a transição do modo de produção para uma produção orgânica e/ou agroecológica; (2) as dimensões econômicas e sociais, tendo em vista o desenvolvimento da economia regional e a inclusão social dos agricultores familiares, proporcionando investimentos em suas propriedades e lazeres; e, (3) a dimensão nutricional, uma vez que as nutricionistas ressignificaram e reformularam suas práticas profissionais como promotoras de saúde, bem como superaram o entendimento do alimento apenas como um conjunto de nutrientes ou mercadoria. Por outro lado, o principal desafio abrange a continuidade da execução do PAA-CI, considerando a alteração que os RUs da UFRGS estão a sofrer em sua gestão, que ficará a cargo de empresas terceirizadas. Portanto, sugerem-se novos estudos para identificar a existência de promoção de dietas sustentáveis nos RUs através de gestões terceirizadas. ...

Sustainable diets are diets with low environmental impact, protective and respectful for biodiversity and ecosystems, culturally accepted, accessible and fair economically, nutritionally adequate, safe and healthy, while fostering social inclusion and optimizing natural and human resources. University Restaurants (RUs) are conducive environments for the promotion of sustainable diets. Since 2016, the Institutional Purchase Program of the Food Acquisition Program (PAA-CI) has made it possible for the Federal University of Rio Grande do Sul (UFRGS) to acquire food from family agriculture cooperatives. Thus, the objective of this work was to analyse the PAA-CI in the RUs of UFRGS, from the perspective of promoting sustainable diets in 2016 and 2017. For this, quantitative data were used, through official documents, as well as qualitative data, collected in interviews with the actors involved in the implementation of the PAA-CI. The former were subjected to descriptive documentary analysis with relative and absolute frequencies, while the latter, to thematic analysis. Firstly, the existence of two key actors in this process was observed: the director of the RUs and leaders of the cooperativism. Both developed their agency to engage other actors in daily activities, forming a social network for the proper development of this policy in UFRGS. Thus, the roles played by these key actors were fundamental to the successful implementation of the PAA-CI in the years 2016 and 2017. Secondly, the potentialities found refer to contributions to: (1) environmental dimension, insofar as the transition from the mode of production to organic and / or agroecological production is effective; (2) economic and social dimensions, in view of the development of regional economy and social inclusion of family farmers, providing investments in their properties and leisure; and (3) nutritional dimension, since nutritionists resignified and reformulated their professional practices as health promoters, as well as surpassing the understanding of food only as a set of nutrients or merchandise. On the other hand, the main challenge encompasses the continuity of the execution of the PAA-CI, considering the alteration that the RUs of UFRGS are undergoing in their management, which will be in charge of outsourced companies. Therefore, new studies are suggested to identify the existence of promotion of sustainable diets in the RUs through outsourced management. ...
