A problemática tecnológica e a agricultura familiar do Mercosul : uma análise a partir da REAF

Abstract

Este trabalho objetivou caracterizar a discussão sobre técnicas e tecnologias para agricultura familiar na REAF/MERCOSUL, bem como compreender seus condicionantes e implicações. É orientado pela compreensão que as técnicas e tecnologias utilizadas por uma sociedade são conformadas pelo modelo de desenvolvimento existente, bem como, ajudam a conformar as relações que se estabelecerão no futuro. Neste sentido, as técnicas são consideradas como conformadoras das relações sociais, porque mediam as relações entre seres humanos, assim como mediam as relações entre seres humanos e natureza. Utiliza-se como referencial teórico Schumpeter (1997), Veblen (1965), Dosi (1982) e North (1990) e Pinto (2005). A pesquisa foi realizada a partir de análise documental, e esta permite concluir que a temática tecnológica é periférica na agenda da REAF, frente a outras pautas como redistribuição de terras, gênero, sucessão rural, comércio, crédito e mudanças climáticas. A análise da posição de organizações participantes da REAF contribui na explicação da importância relativa concedida à temática, bem como das concepções adotadas. Ao não problematizar as relações entre técnica, tecnologia e modelo de desenvolvimento as organizações apresentam contribuição limitada para criação de um ambiente futuro mais favorável à inserção sócio econômica da agricultura familiar.

This work aims to characterize the discussion on techniques and technologies for family farming in REAF / MERCOSUR, as well as to understand their conditions and implications. It is guided by the understanding that the techniques and technologies used by a society are shaped by the existing development model, as well as helping to shape the relationships that will be established in the future. In this sense, the techniques are considered as shaping social relations, because they mediate the relations between human beings, just as they mediate the relations between human beings and nature. Schumpeter (1997), Veblen (1965), Dosi (1982), North (1990) and Pinto (2005) are used as theoretical references. The research has been carried out based on documentary analysis, and this allowed us to conclude that the technological theme is peripheral on the REAF agenda, compared to other topics such as land redistribution, gender, rural succession, trade, credit and climate change. The analysis of the position of organizations participating in REAF contributes to the explanation of the relative importance given to the topic, as well as the adopted concepts. By not problematizing the relationship between technique, technology and the development model, organizations have made a limited contribution to creating a more favorable future environment for the socio-economic insertion of family farming.
