A política externa da Turquia para o Chifre da África : uma análise da cooperação turco-somali entre 2011 e 2020

Abstract

O presente trabalho tem por objetivo analisar as relações bilaterais entre a Turquia e a Somália durante o período 2011-2020. Destaca-se que este caso concreto permite depreender lições relevantes não apenas acerca dos atores envolvidos, mas sobre dinâmicas gerais do Sistema Internacional. A partir de 2011, as relações turco-somalis tiveram um incremento quantitativo e qualitativo significativo, na esteira da grave crise e da fome que atingiram o país africano naquele ano. O questionamento que motiva o presente trabalho, portanto, diz respeito à compreensão dos motivos que levaram à aproximação entre esses dois Estados em específico. Ademais, busca-se analisar o que este caso concreto sinaliza a respeito das mudanças de polaridade no Sistema Internacional, uma vez que a nova visão de política externa da Turquia aponta para a sua ascensão como uma potência média e regional de atuação autônoma, indicando uma afirmação da multipolaridade sistêmica. Para dar conta dessas questões, o trabalho parte de uma breve apresentação teórica e conceitual que embasa o restante do trabalho. Na sequência, é debatido o desenvolvimento histórico do Estado somali, apresentando as dinâmicas ocorridas em sua região durante a Guerra Fria e os processos políticos e securitários que se desenvolveram na esteira do fim da bipolaridade e levaram à constituição do momento atual do país. Posteriormente, são apresentadas as mudanças pelas quais a política externa turca tem passado nas últimas décadas, em função de fatores internos e externos, e que tem levado a Turquia a um maior engajamento com a região do Grande Oriente Médio e com a África como um todo, assumindo, cada vez mais, o papel de potência regional. Por fim, apresenta-se e analisa-se o processo de aproximação entre a Turquia e a Somália e as relações que se estabeleceram a partir de 2011, apontando quais fatores fizeram com que essa dinâmica ocorresse quando ocorreu e qual foi o modelo adotado pela Turquia para garantir o sucesso de uma parceria com ganhos mútuos, ainda que assimétricos. Com base na discussão deste caso concreto, busca-se obter elementos que possam ser utilizados para a formulação, em um momento posterior, de um modelo para a análise de processos de cooperação entre potências médias e Estados periféricos que seja utilizável em outras situações.

This paper aims to analyze the bilateral relations between Turkey and Somalia during the period 2011-2020. It is noteworthy that this particular case allows relevant lessons to be drawn not only about the actors involved, but also about the general dynamics of the International System. Since 2011, Turkish-Somali relations have had a significant quantitative and qualitative increase, in the wake of the severe crisis and famine that hit the African country that year. The question that motivates this work, therefore, concerns the understanding of the reasons that led to the rapprochement between these two States in particular. In addition, it seeks to analyze what this case signals about the changing polarity in the International System, since Turkey's new vision of foreign policy points to its rise as an autonomous regional and middle power, indicating an affirmation of systemic multipolarity. To account for these issues, the paper starts with a brief theoretical and conceptual presentation that informs the rest of the work. Next, the historical development of the Somali State is discussed, presenting the dynamics that occurred in its region during the Cold War and the political and security processes that developed in the wake of the end of bipolarity and led to the constitution of the country's current moment. Subsequently, it presents the changes that Turkish foreign policy has undergone in the last decades, due to internal and external factors, which has led Turkey to a greater engagement with the Greater Middle East region and with Africa as a whole, increasingly assuming the role of a regional power. Finally, the process of rapprochement between Turkey and Somalia and the relations they have been established since 2011 are presented and analyzed, pointing out what factors made this dynamic occur when it did and what was the model adopted by Turkey to ensure the success of a win-win, albeit asymmetric, partnership. Based on the discussion of this specific case, we seek to obtain elements that can be used to formulate, at a later stage, a model for the analysis of cooperation processes between middle powers and peripheral States that can be employed in other situations.
