dc.description.abstractTrata-se de estudo cujo objetivo foi analisar a situação fiscal dos grandes municípios do estado do RS e verificar se ocorreu melhora na situação destes no período entre os anos de 2013 a 2020, através da utilização do Índice FIRJAN de Gestão Fiscal Municipal (IFGF). Em termos metodológicos é um estudo exploratório, bibliográfico e empírico de delineamento quantitativo e qualitativo que utilizou dados secundários coletados no site da FIRJAN, para uma amostra de 19 municípios do estado do Rio Grande do Sul com população acima de 100 mil habitantes, no período entre os anos de 2013 a 2020. A gestão fiscal desta amostra foi analisada por meio do IFGF, índice com dados disponíveis para o conjunto de municípios da amostra no período pesquisado. A análise da estatística descritiva e explicativa, que utilizou e destacou a pontuação dos municípios, foi realizado através do software Excel. A análise dos dados do período demonstrou que cada município do estado do RS possui uma situação fiscal diferente quando comparados entre si. Na análise histórica do IFGF no período de 2013 a 2020 da amostra de municípios gaúchos a maioria desses apresentaram uma gestão fiscal classificada pelo IFRF como “boa” ou “em dificuldade”, sendo perceptível que todos os municípios da amostra sofrem com questões conjunturais oriundas do federalismo fiscal instituído pela Constituição de 1988, na qual se atribuíram competências comuns aos municípios sem levar em conta a diversidade de desenvolvimento socioeconômico entre eles. Conclui-se através da análise do IFGF no período que a gestão dos recursos públicos foi realizada de maneira a cumprir com as exigências legais, mas com problemas de eficiência e inadequação do ponto de vista da efetividade, pois verificou-se, principalmente na análise do indicador de investimentos, que ocorreu a diminuição do potencial de atendimento das necessidades da população municipal. Este fato fica evidente com o baixo nível de investimentos realizados pelos municípios da amostra, podendo ter como motivo principal o crescente comprometimento dos gastos de custeio dos municípios para viabilizar a oferta de políticas públicas – saúde, educação fundamental e assistência social, além da gestão urbana – que compromete a capacidade de investimento dos mesmos.pt_BR
dc.description.abstractThe objective of this study was to analyze the fiscal situation of the large municipalities of RS and to verify if there was an improvement in the situation of these municipalities in the last decade through the use of the FIRJAN Index of Municipal Fiscal Management (IFGF). Bibliographic and empirical study of quantitative and qualitative design that used secondary data collected on the FIRJAN website, for 19 municipalities with a population above 100 thousand inhabitants, defined in the sample that are located in the state of Rio Grande do Sul, in the period between the years of 2013 to 2020. The fiscal management of this sample was measured through the IFGF, an index with available data for the set of municipalities in the sample in the researched period. The analysis of descriptive and explanatory statistics, which used and highlighted the score of the municipalities, was performed using Excel software. The historical analysis of data from the last eight years available showed that each municipality in the state of RS has a different fiscal situation when compared to each other. In the historical analysis of the IFGF in the period from 2013 to 2020 of the sample of municipalities in Rio Grande do Sul, most of them presented a good fiscal management or in difficulty, being noticeable that all the municipalities in the sample suffer from conjunctural issues arising from the fiscal federalism established by the 1988 Constitution, in which it attributed common competences to the municipalities without taking into account the diversity of socioeconomic development between them. It is concluded through the analysis of the IFGF in the mentioned period and the information collected in the research, that the management of public resources was historically carried out in an inefficient and inadequate way from the point of view of effectiveness, as it was verified, mainly in the analysis of the indicator of investments, that there was a decrease in the needs of the municipal population. This fact was consolidated when the low level of investments made by the municipalities in the sample was verified, which may have as its main reason the increasing commitment of the municipalities' expenses to enable the provision of public policies - health, fundamental education and social assistance, in addition to urban management – which compromises their investment capacity.en
